Location: Hybrid between our office in NW2 and working from home

Contract: Fixed term contract to July 2024


Following a successful Emergency campaign to support Syrian Refugees in 2015 World Jewish Relief created the Specialist Training and Employment Programme (STEP) for refugees in 2016 and today we are the largest provider of specialist employment support to refugees in the UK.

STEP is delivered in 23 locations across England working in partnership with NGOs and Local authorities – specifically within their local integration teams. We are increasing the work of STEP in more locations in 2023 and beyond. STEP Ukraine was launched on 15th August 2023 to support up to 10,000 Ukrainians over 12 months with employment and language support in partnership with the British Council. STEP Ukraine is funded by the UK Government and is completely free for all participants. This is an extremely exciting programme for World Jewish Relief as it draws on our years of experience and technical expertise of STEP and our work supporting Ukrainians in Ukraine to find work.

In order to support Ukrainians across the UK we have increased our core team and created over 100 Employment Advisor roles. This is now the time to strengthen our fantastic team even more with the key leadership role of the Head of STEP Ukraine.

You will be responsible for:

  • Programme and resource management of the entire STEP Ukraine initiative.
  • Guiding and supporting the development of the programme ensuring that it will meet our contractual obligations.
  • Carrying out the duties of the Compliance Officer to ensure contractual compliance.
  • Supporting our partners in the delivery of STEP Ukraine
  • Ensuring all systems are efficient and fit for purpose to deliver STEP Ukraine.
  • Overall STEP Ukraine budget management
  • Establishing relationships with national, regional and local employers to source recruitment opportunities for STEP participants.
  • Liaising with the DWP and other Government departments to deliver the STEP Ukraine programme
  • Assisting with capacity building and training for Employment Advisors
  • Assisting partners in the ongoing monitoring and impact measurement of programmes.

You should have:

  • Significant operational management experience
  • Demonstrable programme management experience or knowledge about the refugee, livelihood, or employment sector
  • Demonstrable experience of line managing a team of people
  • Demonstrable experience and knowledge of programme and grant management.
  • A good level of financial literacy to manage and report against programme budgets is highly desirable.
  • Demonstrable knowledge of refugee and/or livelihoods programming and Monitoring and Evaluation processes, including using Excel to capture and analyse data
  • Strong interpersonal skills and written and verbal communication skills
  • Ability to produce high quality written work under pressure and to deadlines
  • Ability to work in and also lead a team and to use own initiative
  • Ability to work in an agile and fast paced environment
